Dear Governor Dr. Alfred Mutua I write to you as a proud and committed 'native" of Machakos County. Let me thank you for putting Machakos at the epicenter of development talk in Kenya, East Africa, Africa and the World. Many development theorists and practitioners are closely watching the Machakos Model of Development and its unique execution. H.E Governor you have started through this channel that you have accepted the decision of the senate and we have also accepted it with equal measure. Allow me to refer you to some leading Management Practices, before a manager can declare a worker as non performing there must have been some MUTUALLY agreed Goals, targets and indicators. Did you have a Performance Contract for DG Kiala? What targets did he miss out on? By how much did he under perform? Why did he under achieve? Did he have adequate resources i.e Financial and human. What service delivery channels failed? Was his Supervisor supportive of his endeavors? Your Excellency, allow me to also draw your attention to the latest planning models. The developed world today uses Performance Based Planning. Previously between 1940s-1970's Input based planning was the norm. It then shifted to Output based planning from 1970's to 1990's. Thereafter Programme Based Planning became the norm between 1990's to the early 2000s. We are now in Performance based Planning as mentioned earlier. Now Kenya like most of the developing world is at the Programme Based Planning stage. In this model the focus is on OUTCOMES and IMPACTS. Your Excellency allow me to pose the following questions your considerations. 1. What was the survival rate of the chicks distributed?Were recipients and beneficiaries adequately trained to handle the new engagement? 2. How much acreage has been tilled by the tractors purchased? Was their an increase in Production? Increase in productivity? 3. What was the crime level in Machakos? How many criminals have been convicted as a results of the camera installations? 4. The People park, how much did is cost? Are Machakos residents HAPPIER because of the availability of this Leisure Park? 5. What additional capabilities does Machakos Level 5 Hospital have after the purchase and installation of equipment? Do our patients still travel to Nairobi for Renal, Diabetes care etc etc 6. With the purchase of graders and heavy equipment, how many new roads have been improved? What percentage is yet to be covered? 7. What has been the success rate of the Machakos Investors Conference? How many commitments so far?( i have a particular interest on Grand Prix) 8. Machahood? Any movies produced yet? Or any plans so far?
9. You challenged global engineering norms and standards in road construction. Who else has adopted the "LOW PRICED ROAD CONSTRUCTION MODEL''? Finally Your Excellency Governor, is our 'Machakos Model" being copied or adopted elsewhere? Remember it is speedy, fantastic and corruption free. In conclusion Your Excellency what is the Performance of other Senior Government Officials of Machakos for our relative comparisons with DG Kiala. Thank you Governor Mutua. I listened to Dr. Alfred Mutua laboring on reasons why he had to strip Deputy Governor, Mr. Bernard Kiala of his role as Public Service, Labor and ICT County Executive. I pitied the once flamboyant Governor, more so due to his persistent ignorance of political climate and landscape in his backyard.
Mutua, in his quest and ego has conveniently built the Political CV of his Deputy.
Mutua has opened too many war fronts for his comfort!

(iv) Wiper and by this extension the Kamba king maker Stephen Musyoka. You may like him or hate him, Kalonzo is in-charge of this Kamba Nation currently.

My advice: Bw. Mutua, no one has ever opened fire on all his allies and survived to tell the TALE. Ask one Adolf Hitler!
